Simmons Group has unique expertise and experience in the planning, development and implementation of comprehensive dredged material placement programs for the management and coordinated use of multiple sites serving multiple users.  this effort encompasses, wherever and whenever possible, environmentally beneficial uses of dredged material.  the offered programs  always address cost-sharing and cost-recovery.

J. Simmons Group is a Minority Business Enterprise founded by James Simmons Jr. in 1995 in Houston, Texas. The J. Simmons Group works in conjunction with the Port of Houston Authority (PHA) and the Army Corp of Engineers (USACE) to plan, develop, and facilitate dredge disposal sites. The Port of Houston Authority retained JSG in 1995 to provide professional services for the planning and implementation of the Disposal Area Management Program (DAMP) for all of the PHA Confined Disposal Facilities.
