Freddy Sumner graduated from Georgia Southern University with a Bachelor’s of Science in Construction Management. Prior to joining the J. Simmons Group, Inc., Freddy accumulated more than 28 years of experience in the Civil Construction industry working for several companies including C.W. Matthews Contracting Company. During his years at the esteemed Georgia based construction firm, Freddy was directly involved in the planning and execution of nearly $1 billion dollars in infrastructure improvement projects for the Atlanta International Airport System. As the overseer of these projects, Freddy learned invaluable skills and trade practices which make him a priceless asset to JSG. As the 

Vice President of Construction for J. Simmons Group, Inc., he’s responsible for overseeing the implementation and operations of JSG’s newly formed Heavy Civil Construction Division. Freddy personally handles all scheduling and phasing for prospective projects as well as providing valuable input related to project design and functionality. Additionally, Freddy has considerable experience in the realm of estimating. This combination of skills makes Freddy an invaluable member of the JSG team. As the newest employee of JSG, Freddy is looking forward to continuing his career; building relationships; and working alongside his new fellow employees as the company continues to build and diversify its services.


Tammy A. Noyes graduated from the University of Houston-Downtown with a Bachelor's of Business Administration with a primary focus in Business Marketing.  Prior to Tammy joining the J. Simmons Group, she spent almost (4) years working in the banking industry and was a Branch Manager at Woodforest National Bank in Channelview, Texas.  Tammy began working at the J. Simmons Group in 2000 and currently holds hte position of General Manager.  During her time at JSG, Tammy has developed a strong working relationship with the Port of Houston Authority (PHA) staff and the U.S. Army Corps of Engineers (USACE) staff in regards to the PHA placement area projects along the Houston Ship Channel

(HSC). Tammy's 15 plus years of experience with the PHA projects and the Disposal Area Management Program (DAMP) for the Houston Ship Channel include planning; budgeting; dewatering plans and specifications analysis; coordination of dredging events; and coordination for the Houston Ship Channel projects. The J. Simmons Group has taken an opportunity to broaden its business profile into various facets of Civil Construction.  As the General Manager and with her education in marketing, Tammy has been at the forefront of this company expansion.  Over the past several years, she has successfully managed to completion minor concrete and asphalt jobs that the company has had.  As the company continues to diversity itself in the years to come, Tammy relishes the opportunity of working with the J. Simmons Group staff, both new and old, to conquer challenges that will ensure long-term business growth and financial success.

Chris Simmons graduated from the University Of Houston Bauer School Of Business in 2011 with a Bachelor’s of Business Administration Entrepreneurship and Supply Chain Management.. Also in 2013, Chris received his Master’s Degree in Business Administration from the University of Houston. He’s the oldest son of JSG Founder and CEO, James Simmons Jr. As the Project Manager for J. Simmons Group Inc., Chris is immediately responsible for processes and activities related to on-going projects. These activities include bid pricing; materials and equipment purchasing; cost analysis; and reporting. By using his available resources in combination with his attention to detail, Chris

is able to be organized; accurate; and concise with report formatting. These attributes allow for streamlined, project activities and processes. Though the Project Manager, Chris also welcomes any company task he is given. As a native Houstonian and having been around the company as a young youth, Chris has seen the changes and growth that have happened during the company’s 20+ years of existence., Chris is excited to meet challenges and offer ideas that will lead J. Simmons Group Inc. into the next 20+ years.

Sean Simmons graduated from the University Of Houston Bauer School Of Business in May 2013 with a Bachelor’s of Business Administration in Finance. Sean is the youngest son of JSG Founder and CEO, James Simmons Jr. As the Corporate Development Manager for J. Simmons Group Inc., Sean is required for developing the systems which are utilized for inter and intra company communications. Included in these efforts is the creation of various reporting templates, revenue tracking systems, and various other resources intended to streamline corporate activities. Additionally, Sean takes an active role when it comes to establishing and maintaining customer relationships. Being the son

of the CEO and Chairman, James Simmons Jr., Sean has been exposed to the operations of J. Simmons Group since he was a child, regularly accompanying his father to JSG managed DAMP (Disposal Area Management Program) sites. Having seen where JSG has come from over the course of 20+ years of service, Sean is looking forward to working with his fellow employees to develop the new systems required to guide JSG into the next decade.
